Petition: Meaning and Exhaustion of Administrative Remedies
For the purpose of the petition section, a petition is a formal appeal to the ultimate authority—the Head of Government—for special consideration of a matter affecting an officer personally. Without prejudice to officers' constitutional rights, officers should as much as possible exhaust the avenues for redress provided in the Public Service Rules and Circulars before proceeding to court. Petitions by officers or ex-officers concerning conditions of employment, or their condition as Government pensioners, must be submitted in accordance with the petition rules.
