Public Service Rules

Promotion responsibility differs by grade: GL01–06 through the MDA with concurrence of the Establishments authority; GL07–12 through the MDA/relevant pool subject to confirmation by the Commission/similar body; GL13–17 through the Commission/similar body on recommendation routed through the Office of the Head of Service. Eligible-candidate lists are compiled before exercises. Junior appointments may be considered by the appropriate Committee, and departmental GL06-and-below vacancies may be filled by the Permanent Secretary/Head on Junior Staff Committee recommendation.

Implementation of Recommendations on Appointments, Promotions and Discipline (AP&D) at Personnel Management Board (PMB) Meetings

The Circular requires AP&D recommendations arising from the applicable PMB/Board/Commission arrangements to be ratified by the prescribed authority before implementation and directs that the practice whereby recommendations remain unratified or unimplemented should cease. For State Government-owned Parastatal Organisations with a substantive Board/Commission, PMB recommendations for officers on GL01–17 become effective immediately after ratification by the Board/Commission.
